The Apna Ghar Scheme, officially the Wazir-e-Azam Apna Ghar Programme, gives Pakistanis who do not own a home a loan of up to Rs 10 million (Rs 1 crore) to buy or build one. You pay a fixed markup of 5% for the first 10 years, and the government pays the rest of the bank's markup. Prime Minister Shehbaz Sharif launched it on 30 April 2026.

You apply free on the official portal apnaghar.gov.pk or at a participating bank. The scheme covers Islamabad, all four provinces, Gilgit-Baltistan and Azad Kashmir.

Is it 5% for all 20 years? No. Many posts say so, but Radio Pakistan and Dawn both report that the 5% rate is for the first 10 years only. For the remaining years, the market rate applies. Your monthly instalment can therefore go up after year 10.

Who can apply

  • Pakistani citizens with a valid CNIC.
  • First-time home owners. You must not already own a house.
  • You must not have received a benefit from another government housing scheme before.
  • Overseas Pakistanis holding a NICOP or POC have been eligible since June 2026.
  • You need an income you can show. Salaried people, business owners, freelancers and people with informal income can all apply, each through their own form.
  • Employees of banks, DFIs and microfinance banks cannot apply. The State Bank added this rule in September 2026.

The scheme itself does not set a national income cap. Each bank also applies its own lending checks. For example, Allied Bank asks for a net disposable income of at least Rs 37,000 a month, and an age of 25 to 60 for salaried or 25 to 65 for self-employed people at the end of the loan. Other banks may use different limits, so ask your bank.

What the loan can be used for

  • Buying a house up to 10 marla or a flat up to 1,500 sq ft.
  • Building a house on a plot you already own.
  • Buying a plot and building a house on it.

The loan comes from commercial banks, Islamic banks, microfinance banks and House Building Finance (HBFC). Since July 2026, housing-finance NBFCs can also lend up to Rs 10 million, and microfinance companies up to Rs 5 million. This is meant to help people who do not have a bank account.

How to apply online at apnaghar.gov.pk

  1. Open apnaghar.gov.pk and create an account with your CNIC and mobile number. Then log in.
  2. Choose your income category: salaried, business, freelancer or informal income.
  3. Choose your bank and the purpose of the loan (buy, build, or plot plus construction).
  4. Enter your equity, meaning the 10% or more you will pay yourself.
  5. Fill in your personal details, a co-applicant if you have one, a guarantor, and your employment or business details.
  6. Upload your documents and submit.
  7. The bank checks your application, income and the property, and must give a credit decision within 15 working days of getting a complete file.

You can also apply in person at a branch of a participating bank. Allied Bank, for example, says all its branches take applications.

Documents you need

  • CNIC, front and back
  • A recent photograph
  • Employment certificate and salary slip (salaried applicants)
  • Bank statement for the last six months
  • Account maintenance certificate
  • CNIC of your next of kin
  • CNIC and documents of your co-applicant, if any

The bank will also ask for the papers of the house, flat or plot. The Prime Minister ordered a survey in September 2026 because many plots do not meet banks' mortgage rules. Check that the title documents are clear before you pay any advance.

How many people have got loans so far

According to a government meeting reported by Dawn on 10 September 2026:

  • 147,504 applications had been received.
  • 53,127 had been approved, worth Rs 313.42 billion.
  • Rs 45.43 billion had been paid out to 8,739 people.

The target is 50,000 homes in the first year and 500,000 over five years.

Beware of fake websites and agents

  • The only official portal is apnaghar.gov.pk. Sites with names like "pmapnagharscheme" or "apnaghr.pk" are not government sites.
  • Applying is free. There is no registration or processing fee. Anyone who asks for money to "get your loan approved" is a fraud.
  • The loan is given by your bank, not by an agent. Deal only with the bank directly.
  • Never share the OTP code sent to your phone.
