The Prime Minister's Special Fuel Relief Scheme gives owners of motorcycles, rickshaws, Qingqis and small cars a discount of Rs 100 per litre on petrol. Prime Minister Shehbaz Sharif announced it on 13 September 2026, after oil prices rose again. It started in Islamabad and has run nationwide, including AJK and Gilgit-Baltistan, since 17 September.

There is no online application form. You register by sending a free SMS to 9771 from a SIM registered in your own name. Then, before each fill-up, you request a token by SMS and show it at the petrol pump.

How much relief you get

The rules changed on 19 September. These are the current limits, as reported by Radio Pakistan and Dawn:

VehicleReliefTokensMaximum per month
Motorcycle, rickshaw, QingqiRs 500 off per token, valid 7 days1 a week, 4 a monthRs 2,000
Car up to 800ccRs 100 per litre on up to 10 litres1 every 10 days, 3 a monthRs 3,000

Two- and three-wheelers used to get a 5-litre token. That limit was removed: you now get a flat Rs 500 discount per weekly token, even if you buy less than 5 litres.

Who is eligible

  • Owners of motorcycles, auto-rickshaws and Qingqi rickshaws registered on or after 1 January 2006. The cut-off was originally later. The government widened it on 19 September to cover bikes up to 20 years old.
  • Owners of cars up to 800cc.
  • The SIM you send the SMS from must be registered on your own CNIC.
  • Your vehicle's number and registration date must match the provincial Excise and Taxation record.

The system runs four automatic checks. Your CNIC is matched to your SIM. Your vehicle number and registration date are checked against excise records. Your details are then cross-checked against government databases, including NADRA. If any of these do not match, the registration will not go through.

How to register by SMS 9771

Type one message in this order, with a space between each part, and send it to 9771:

  1. REG
  2. Your CNIC number, without dashes
  3. Your vehicle registration number, without spaces
  4. Your province code
  5. Your vehicle's registration date

Registration SMS messages are free. The Prime Minister made them free after complaints in the first week. Keep the reply you get from 9771.

How to get fuel with your token

  1. Before going to the petrol pump, send TOK to 9771.
  2. You receive a token by SMS.
  3. Show the token at a participating petrol station when you fill up. The discount is taken off your bill.
  4. Stations without internet can redeem the token by SMS.

Petrol pumps are repaid by the government through the State Bank within 24 hours, so a pump has no reason to refuse a valid token. A token for a motorcycle, rickshaw or Qingqi is valid for seven days.

Beware of fake websites

Copycat websites appeared within days of the announcement. Some ask for your CNIC, and some ask for a "registration fee". Remember:

  • Registration is only by SMS to 9771. No website registers you.
  • There is no fee. Nobody can charge you for registration or tokens.
  • Never share the code or token you receive with anyone except the pump attendant when you fill up.

Earlier fuel subsidies in 2026

This is the second round of fuel relief this year. After oil prices spiked in spring 2026, the federal government and the provinces ran separate petrol subsidies. Among them was Punjab's Rs 2,000-a-month motorcycle scheme, registered through helpline 1000 and the Maryam Ko Batayen app. All of those ended in June 2026. As of 24 September, no separate provincial fuel subsidy is taking registrations. The PM scheme on this page is the one that is live.

Frequently asked questions

Can I apply for the fuel subsidy online?

No. Despite searches for "PM fuel subsidy apply online", the scheme has no online form. You register only by SMS to 9771.

My motorcycle is in my father's name. Can I register?

The government has said the SIM must be registered in the applicant's own CNIC, and that the vehicle details are checked against excise records. It has not said clearly whether the vehicle must be in the applicant's name. If your registration is rejected, the vehicle may need to be transferred to your name. You can also ask at a facilitation camp, which the government has set up in every province.

How long will the scheme last?

No end date has been announced. The spring 2026 subsidies ended once prices fell, so this one may also end when petrol prices come down.

Are bigger cars included?

No. The government describes the scheme as a petrol subsidy for motorcycles, rickshaws, Qingqis and vehicles up to 800cc. Cars above 800cc are not included.
