The PM Fan Replacement Scheme, officially the Prime Minister's Fan Replacement Programme or Roshan Pankha, Roshan Pakistan, replaces the old ceiling fans in your home with new NEECA 5-star energy-saving fans. You do not pay upfront. The cost is split into 6 to 18 monthly instalments added to your electricity bill.
The programme is run by the National Energy Efficiency and Conservation Authority (NEECA) under the Power Division. Prime Minister Shehbaz Sharif launched it on 12 February 2026. You apply on the official portal efan.gov.pk or the mobile app.

Who can apply
According to NEECA and Allied Bank, you must meet all of these conditions:
- You have a valid CNIC.
- The electricity bill is in your own name.
- You have been a customer of your power company for at least 24 months.
- You have not paid more than 4 bills late in the last 24 months.
- You have not taken an instalment plan on your electricity bill in the last 24 months.
- It is a home (domestic) connection. Shops, commercial and industrial connections cannot apply.
- You have old fans at home to replace.
- You apply from a mobile SIM registered on your own CNIC.
The bank also checks your credit history (eCIB). Allied Bank says you must not have used the programme in the last 18 months. NEECA's programme page says the scheme is for property owners, and tenants are not eligible.
About the late-payment rule: some websites say "4 late payments in 4 years". Every official and bank source we read says no more than 4 late payments in the last 24 months.
The programme is for consumers of the power distribution companies (DISCOs). NEECA's document list accepts a WAPDA or K-Electric bill, and earlier government plans included K-Electric. The portal checks your bill automatically, so it will tell you if your company is not covered.
How much it costs
The scheme is not free fans. It is a loan that you repay on your bill.
- Fan price: no official price list has been published. You choose a model from registered fan makers on the portal, and the portal shows your financing limit. In 2025, Dawn reported the government's estimate of the net replacement cost at about Rs 10,500 per fan.
- Profit rate: the loan is Islamic (Musawamah) financing priced at one-year KIBOR plus 2%. Allied Bank also adds Rs 500 profit to the first instalment.
- Installation: Rs 1,000 for the first fan and Rs 800 for each extra fan, paid to the fan company when it installs them.
How to apply at efan.gov.pk

- The system checks your eligibility and shows your financing limit.
- Choose new 5-star fans, one for each old fan you are replacing, and choose your bank.

- Confirm the installation on the portal.
- From the next month, the instalment appears on your electricity bill.
Documents you need
- Your CNIC
- Your latest electricity bill in your name
- Your bank account details
- Photos of your existing fans
What happens to your old fans
NEECA's programme page says the installer takes away your old fans and drills them so they cannot be used again, and that each old fan has a salvage value of Rs 1,500 credited towards the new fan.
However, Business Recorder reported at the launch in February 2026 that the government had dropped the compulsory return or buyback of old fans. Sources disagree, so ask your bank or the fan company before installation whether you must hand over your old fans and whether you will get the Rs 1,500 credit.
Beware of fake websites and agents
- The official portal is efan.gov.pk. Many websites with names like "efan scheme" or "fan replacement program 2026" are private blogs, not government sites. Watch for lookalike addresses such as efan.pk, which is not the government portal: the real one ends in .gov.pk.
- Applying is free. Nobody can charge you a fee to register or to "approve" your application.
- Only the fan company chosen on the portal installs the fans. Do not hand your old fans or money to anyone who comes to your door without an order on the portal.
- Never share the OTP code sent to your phone.
