The CM Punjab Free Solar Panel Scheme gives free rooftop solar systems to Punjab households with low electricity use, up to 200 units a month. The government is supplying about 94,000 systems. They were allocated by computerised ballot in March 2025 from more than 800,000 applications.

Is registration open?

No. As of 24 September 2026, registration for the free solar scheme is closed. It closed on 5 January 2025. In April 2026 the government extended the scheme until December 2026, but only to finish delivering systems to people already selected. We found no official announcement of a new registration round or a "Phase 2".

Websites saying "free solar apply now", "Phase 2 registration" or "300-unit solar scheme" are not official. Do not give them your CNIC or electricity bill details.

What the scheme gives

Monthly useSystem
Up to about 100 units550W solar system
Up to 200 units1.1kW solar system

The systems are free of cost. Each one is registered to the owner's CNIC and cannot be resold. The panels carry a barcode and QR code for tracking.

Who was eligible

Under the official conditions:

  • Domestic electricity consumers using up to 200 units a month in the Lifeline, Protected and Unprotected categories
  • Consumption was judged on the June 2024 bill
  • Sanctioned load up to 2kW

Not eligible:

  • Anyone involved in electricity theft
  • Homes with a defective meter, or more than one meter at the same house
  • Defaulters: more than three late payments in 12 months

Ballot and installation

  • Registration ran from 6 December 2024 to 5 January 2025. People applied on cmsolarscheme.punjab.gov.pk, or by sending their bill reference number and CNIC to 8800.
  • District administrations and power companies verified the applicants.
  • The computerised ballot on 3 March 2025 selected 94,483 households: 47,182 for 0.55kW systems and 47,301 for 1.1kW systems.
  • Installation began in spring 2025. The scheme's end date has since moved to December 2026.

If you were selected and your system has not been installed, contact your district administration or your electricity distribution company (DISCO). You can also call the Punjab government's relief and complaints line, 1000.

What about solar loans or "Roshan Gharana"?

In mid-2024 the Punjab government announced a plan called Roshan Gharana for households using up to 500 units. The government would pay most of the cost, and the consumer would repay the rest over five years, interest-free. The scheme that actually launched is the free system for up to 200 units described above. We found no official source for "3kW or 6kW solar loans through the Bank of Punjab".

For farmers, there is a separate scheme: CM Solarization Program for Agri Tubewells.

Fake solar scheme sites

  • The official portal was cmsolarscheme.punjab.gov.pk, ending in .punjab.gov.pk. Addresses like "solar punjab gov pk" or "cm soler scheme" that point elsewhere are not official.
  • Never pay a fee to be added to the solar list or to "speed up installation".
  • The federal Power Division has warned about fake QR codes and subsidy links. See how to spot a fake government scheme website.
