Farm subsidy card for small farmers in Sindh

The Benazir Hari Card is the Sindh government's card for small farmers. It is a Sindh Bank ATM card that the government uses to pay farm subsidies straight into your account, such as help to buy seed, fertiliser (DAP and urea), pesticides and machinery. The Sindh Agriculture Department runs it and aims to register 1.4 million farmers.

Registration is free and online on the official portal, benazirharicard.gos.pk. The online form was open when we checked on 29 September 2026. By June 2026, 306,709 cards had been issued, according to the Sindh budget documents reported by Dawn.

What farmers have received through the card

The card itself does not pay a fixed amount. It is the channel for Sindh's farm support schemes. The biggest so far is the Sindh Wheat Growers Support Programme:

The Sindh cabinet approved the 2026-27 package on 18 September 2026. The per-acre amount has not been announced yet, and the wheat support price for 2026-27 was also left undecided. Payments will go directly into beneficiaries' Benazir Hari Card accounts through Sindh Bank.

Who can apply

• You must be a farmer in Sindh with a valid CNIC.
• The online form is for landowners. It asks for your total landholding, your survey numbers and a copy of your Form VII (land revenue record).
• Wheat subsidies paid through the card have been for farmers with 1 to 25 acres. Some reports from 2024 mention 12.5 acres, but the 2025 and 2026 wheat packages used 25 acres.
• Tenant farmers (haris) and sharecroppers: the online form does not let a tenant register on their own. The landowner lists their tenants and sharecroppers, with CNIC and area, in the owner's form. Farmers' groups such as the Hari Welfare Association have complained that landless sharecroppers are left out. We could not find any official route for landless haris to get their own card.

How to register online

1. 1Open the official portal benazirharicard.gos.pk and click Registration (the form opens on cms.benazirharicard.gos.pk).
2. 2Personal details: name, father's or husband's name, CNIC with issue and expiry dates, mobile number, district, taluka, tappa, deh and village.
3. 3Land details: total land, land cultivated by you and by haris, survey numbers, crops, and your tenants or sharecroppers if you have any.
4. 4Assets: farm machinery, animals and your source of irrigation.
5. 5Bank details: choose a Sindh Bank branch near you for your card account. You need your date of birth, mother's name and address.
6. 6Upload documents and submit.

Can't register online? Contact the Agriculture Extension office in your district. Dawn and The Nation report that field staff also register farmers, and that district offices sort out problems with Form VII records, fingerprints or CNIC errors.

• CNIC numbers of any tenants or sharecroppers you list
• A mobile number in your name

How payments are received

Your Hari Card is linked to a Sindh Bank account. When a subsidy is approved, the money is transferred to that account and you can withdraw it with the card. The portal says the card uses biometric verification to confirm the right farmer gets the money. For the February 2026 urea payment, the Sindh government said verified farmers could collect money from Sindh Bank and other designated banks.

Beware of fake websites and agents

• The only official website is benazirharicard.gos.pk. Many private sites use "Hari Card" in their name. They are not government sites.
• Registration is free. Nobody can charge you to register, to get the card, or to "release" a subsidy.
• Never give your card PIN or an SMS code to anyone.

How much is the Sindh wheat subsidy per acre in 2026?

For the 2025-26 crop, the urea payment was Rs 8,000 an acre, paid from 2 February 2026. For the 2026-27 crop, the cabinet approved a DAP subsidy for growers with up to 25 acres on 18 September 2026, but the per-acre amount has not been announced.

How do I check my Hari Card status?

We could not find an online status checker on the official portal. Call the helpline 0311-1646111 or visit your district Agriculture Extension office with your CNIC.
